Use the confiner tool to automatically quarantine tests that failed repeatedly

Similar to !78092 (merged), we should consider doing that for Rails tests as well.

One potential problem is that the test_report endpoint has performance issues for the gitlab-org/gitlab project: #337650 (comment 696132960)
