Investigation: Projects::PipelinesController#test_report endpoint is often too slow

Our error budget report shows the Projects::PipelinesController#test_report endpoint is one of our top requests over 1s in grouptesting, with 1008 slow requests in the past 7 days. It also has the highest percentage of slow requests with about 21% of all requests to this endpoint taking over 1s to get a response.

We should investigate where this endpoint is being called, and see if we can speed this request up.
