Display Analytics for Deployment history

Problem to solve
Related to gitlab-org/manage/general-discussion#17413 & gitlab-com/www-gitlab-com!92349 (comment 713626859)
Today is VSA we have a tile that shows the number of deploys
In Harness, they show a nice historical deployment chart which could be interesting to show. Under CI/CD analytics, we already show pipeline analytics (passed/failed), we can enhance this to show passed/failed deployments (maybe under deployment frequency)
Proposal
Deployment history API should be created. This should be a get query for project and group level. and should support an interval. It should return a numeric value of the number of deployments for that interval.
Option for the API can be the environment name/tier
Under CI/CD analytics, we already show pipeline analytics (passed/failed), we can enhance this to show passed/failed deployments (maybe under deployment frequency)
Is this a cross-stage feature?
Communicate if this change will affect multiple Stage Groups or product areas. We recommend always start with the assumption that a feature request will have an impact into another Group. Loop in the most relevant PM and Product Designer from that Group to provide strategic support to help align the Group's broader plan and vision, as well as to avoid UX and technical debt. https://about.gitlab.com/handbook/product/#cross-stage-features -->
