Send chat service's user id to ChaOps jobs

Problem to solve

The Quality department would benefit from this feature while we are working on Trigger full suite of QA tests when a feature flag is changed. By sending the chat service's user ID of the user who triggered the slash command, the ChatOps scripts would be able to alert the user on the chat service of the resulting action that was performed due to the slash command. In context of the afore mentioned feature, this would help us in alerting the person who toggled the feature flag of the end-to-end test pipeline that was triggered. Also, this would be later used to alert the user in case there are any failures in the end-to-end test pipeline.

Proposal

Send CHAT_USE_ID to the ChatOps job. It will be set to the chat service's user ID of the user who triggered the slash command.
