Investigate possible feature enhancements now that we're on v5.x of Security Code Scan

After we complete the rollout of 5.2.1 upgrade, we should investigate what new features we can utilize.

Features to investigate:

• new --ignore-msbuild-errors parameter - Implementation issue
• standalone runner Implementation issue
• support for .NET 4.x Implementation issue
