Notify user if they have over 1000 epics in Roadmap
Followup to #12887 (closed).
For technical reasons, we limited the number of visible epics to 1000 until pagination is complete. We just silently cap it at 1000 though.
We should inform the user that we are only showing the first 1000 and send an event to snowplow so we can track that there are groups that are hitting the 1000 threshold (we assumed that gitlab-org has the most, currently at 500+).

Show a one-time alert message that can be closed with a Learn more button for additional help:
