Jira integration doesn't work

Summary

Commit does not link with jira issue when jira integration settings inherit from global jira integration settings.

If I set up project jira integration settings then commit link with jira issue successfully.

Steps to reproduce

1. Set up global jira integration settings in Admin Area -> Integrations -> Jira
2. In project group set Use default settings
3. In project in the project group also set Use default settings
4. Push commit with my jira tiket in a comment

What is the current bug behavior?

Comment or/and mention does not add to jira tiket

What is the expected correct behavior?

Comment or/and mention add to jira tiket
