[VSA] Include items that haven't reached the end event
Overview
Currently, the list of issues displayed for a given stage in VSA only includes issues that have reached the end event.
Problem to address
Excluding issues that haven't reached the end event could show a stage time that is shorter than reality if I have issues that have been in the stage for a long time and haven't reached an end event yet. The issues that are still in the stage aren't included in the stage time calculation. Additionally, if I am using VSA for triaging purposes, I want to identify issues that have been stuck in a stage and take action.

- Deliver: When I am moving work items through my value stream, I want to quickly identify stagnant and outlier work items in real-time, so that my team can unblock them and improve our performance.
Proposal
- When clicking on a stage in VSA, show all issues that had the start event triggered within the selected time period, regardless of whether the end event has been reached.
- When calculating the stage time, include the stage time for issues that haven't reached the end event. This should be the number of days from when the start event was triggered until the current day.
- Once the list of issues has been converted to a table in #277380 (closed), include a sortable column that shows whether the end event has been reached. This will allow users to take action on issues that have been in the stage for too long. (Alternatively, this could be a search filter.)
