Generate notification emails for documentation

Proposal

In https://docs.gitlab.com/ee/user/profile/notifications.html#notification-events, we send notification emails to users under certain conditions.

I think it'd help our customers to know the content of the emails that GitLab software may send to their users. However, as discussed in #216482 (comment 484058900), there's no current "easy" way to generate these emails.

However, these emails are generated somewhere, before they're sent to users.

IMO, we should be able to:

  • Generate the emails noted in our Notification events documentation
  • Write these emails to some repo directory
  • Link to the repo directory from the noted doc

@mushakov I assume there are many high-priority items. If nobody has asked for this, you're welcome to ~backlog it.
