Update to criteria for displaying email in Seats in Use table

Summary

This is a follow-up issue to #268265 (closed), where we learned that Group Managed Accounts has been deprecated. As a result, we will likely not show email address for many users in the new users table.

Proposal

Let's revert to the original intention of displaying user's email address in this table only when the user has elected to make their email address Public in profile settings.
