Standardise usage of angle brackets in the UI

This is a follow up from: #228846 (comment 408306648)

Goal

To update the UI to use angle brackets for emphasis/de-emphasis in strings in a standard way across the application.

For example, we have the following two methods of showing placeholder text already:

right sidebar	U2F view

Occurrences

• [-] "< 1 hour" I found this is a legitimate use of a symbol in the text
• "<no name set>" MR: !42440 (merged)
• "<no scopes selected>" MR: !47628 (merged)
• "<project name>" MR !47642 (merged)
