Support GitLab authentication to Zendesk via SAML

Problem to solve

Zendesk cannot currently use GitLab as a SSO because the only two supported methods are JWT and SAML. Seeing we have some JWT capabilities, it feels JWT is the better option to go here. If we can make it where Zendesk can use GitLab as an authenticator, it opens a ton of possibilities for any organization using both GitLab and Zendesk (like we are).

You can use GitLab as a SSO provider for Zendesk via JWT. GitLab Support Operations will utilize this.
