[ENG] Increase healthcheck rollout - second iteration

Currently, EE users can request a "free healthcheck" which puts them in touch with sales if they're on a free EE license and have over 100 users.

Sid would like us to increase the volume of these leads.

Here is the underlying code that triggers this in this comment.

In the first MVC update, we increased the rollout of healthchecks on EE by reducing the required number of users from 100 to 50.

Propsosed solution for this iteration:

• We add the "free healthcheck" to CE instances, we need to determine what number of employees is appropriate for this initial CE rollout.
