[ENG] Increase healthcheck rollout MVC

Currently, EE users can request a "free healthcheck" which puts them in touch with sales if they're on a free EE license and have over 100 users.

Sid would like us to increase the volume of these leads.

Propsosed solution:

• MVC update: We reduce the required number of employees down to 50 for free EE instances.

A future iteration in a separate test and associated issue will be to:

• We add the "free healthcheck" to CE instances, we need to determine what number of employees is appropriate for this initial CE rollout.
