There are several issue aggregation services like this already:
Proposal
- Allow groups or projects to declare a label that they use to advertise issues open for a Community contribution
- This should be disabled by default, to scope down the query and to hide these issues if wanted
- This label could be anything, we use ~"Accepting Merge Requests" but some projects use
first timers only

- Index these issues in a dashboard for the instance
- Maybe a dashboard tab like "Contribute"?
How this would look for GitLab-Org
:
- Enable the "Community Contribution issues to be indexed" option for the group
- Select ~"Accepting Merge Requests" group label as the Community Contribution label
- Upon navigating to the "Contributing" tab, users would see issues for
gitlab-org/gitlab-ce
listed there amongst all of the other projects that have also enabled this feature
What does success look like, and how can we measure that?
Facilitates community contributions to our own projects, open source projects hosted on GitLab.com and also makes this facility available for other OSS projects hosting projects and running their own instance of GitLab.
