Add an option to never show the smiley picker / Disable emoji

Description
When typing columns at end of french sentences like:
Et voilà :The smiley picker pops. I really don't like smileys, I never use it, and it always pops. I'd just like a way to completly disable it.
Proposal
Add a checkbox in a setting panel to disable the box.
Another workaround I'd like would be to not pop the box after an non-nbreakable space, as in french a ":" should be prefixed by a non-breakable space, a very few people may use them and actually type "something<NBSP><COLUMN>" instead of something<SPACE><COLUMN>. Not popping the popup after a "<NBSP><COLUMN>" would be great for us, very few, as we're obviously entering a column for something else than a smiley.
