Add success-client-cache status for image scaler

Since we weren't counting cached responses as successes, in Prometheus these were showing up as unknown, which contributes to the overall error budget, which currently only counts success towards a successful execution.

The SLI rules have already been fixed to exclude the unknown status: gitlab-com/runbooks!2952 (merged)
