Allow configure Img Resizing params

Instead of hard-coding Image Resizer constants, make them configurable.

Was suggested in gitlab-com/runbooks!2788 (comment 416565507)

⚠ We will need some follow-up to update the actual config to use new params (it will fallback to default until then, which is fine).
