Remove download action from the remote indicator status bar menu

A small change that removes the "Download OSS" action from the menu displayed by the remote indicator status bar menu.

NOTICE: The remote indicator status bar item will disappear because the "Download" action was the only available item in the quick pick menu.

The remote indicator status bar item will be visible again once we add the "Configure a remote connection" action in gitlab-web-ide!129 (closed)
