feat: Display indicator when refreshing sidebar

Description

This adds a visual indication when pressing the Refresh Sidebar button, or when a change to the pipeline is requested (e.g. retrying or cancelling a job).

How has this been tested?

  • If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
  • Consider an end-to-end test for significant new features that aren't covered by integration tests.

The indicator on the GitLab logo, and the small blue bar under "For Current Branch" have been added.
