refactor: Update file name/paths for LS FeatureStateProvider

Description

This is a fast follow on the renaming that was done in refactor: FeatureStateManager to LSFeatureState... (!2487 - merged). While the class was renamed, the file and imports were not.

This MR updates the file name and paths in respective files.

  • If src/browser or src/common has been modified, please consider interoperability with the Web IDE. See Running the Extension in WebIDE.
  • Consider an end-to-end test for significant new features that aren't covered by integration tests.
