docs: update outdated sign up link

Overview
This MR updates an outdated link to the GitLab.com signup page in CONTRIBUTING.md.
If you open the old link (https://gitlab.com/users/sign_in#register-pane) ideally when you are signed out or in a private tab, it will show the sign in, instead of the sign up form. That is because in gitlab!16482 (merged) the sign in and sign up pages were separated (new URL: https://gitlab.com/users/sign_up). In gitlab-org/growth/engineering#64 (closed) it was decided to use this new, separated URLs as default.
