feat: add menu for selecting context items in Duo Chat

What does this MR do?
This MR follows from feat(GlDuoChat): display attached context in ch... (!4540 - merged) which in turn is split out from an initial larger MR here: !4477 (closed)
This MR adds the GlDuoChatContextItemMenu component, which allows selecting some context items to add to the conversation.
Currently the /include command to trigger this menu is not included in the list of slash commands, so this component is "hidden". A future MR will add the slash command and integrate the menu with the main GlDuoChat component: !4560 (merged)
The main differences from the original implementation in !4477 (closed) is the removal of the EventBus implementation. Instead this component just uses regular props and emits, and is intended to be used in a new named GlDuoChat slot. This is probably easier to visualize on the next MR: !4560 (diffs)
