feat(CSS): Tint shadows and transparency

What does this MR do?

• Uses $gray-950 for shadows and transparency. In !3125 (merged), the neutrals will have more of a cool tint and by also tinting these the results will be more harmonious.
• Adds drop shadow mixins proposed in #615 to align with design specs. This does not update any components yet to use the new mixins.
