Remove confusingly named VersionCheckCreatorService

Summary

This MR renames VersionCheckCreatorService to VersionCheckService and removes referrer check from the codebase

  • I made sure there are no unverified deployments on staging in #version-gitlab-com Slack channel before merging this MR
