feat(ACR): Update to new template

Update accessibility conformance report (ACR) to use version 2.5 of the VPAT® WCAG Edition prior to working on the evaluation for the 17.0 product release so that new success criteria are accounted for.

Changes

• Update revision in header to 2.5 so all editions are at the same revision number.
• Made definition language consistent for the term “Not Evaluated” (the second sentence).
• Added six new criteria to the WCAG tables (there are nine new, but three are for AAA, which we don't report).
• Notated that 4.1.1 Parsing is obsolete and removed for WCAG 2.2.
• Indicate change to WCAG 2.0 and 2.1 that 4.1.1 Parsing automatically “Supports”.
