Toast guidance: Successful change feedback moved from alert

Description

Formerly, the Pajamas guidelines on the alerts "When to use" section included:

• Reaffirm to the user that a prior action, likely in a different location or context, has been successful.

This type of user feedback should be in a toast instead.

I removed the "likely in a different location" because it's most likely to be immediate and on the same page.
