feat(Footer): Add privacy policy and cookie links
Purpose
To support the effort to add analytics in !2484 (merged) we're:
- Adding links to GitLab's privacy policy and cookie policy.
- Decreasing the font size of footer links from 16px to 14px to help offset the additional width and prominence created by adding more links.
