fix(Alert): Specify when dismissals reappear

What does this MR do?

Clarifies what happens by default when a user dismisses an alert. This helps clarify expected behavior without having to ask engineers how GitLab handles alert dismissal.

• Add a description to this MR explaining the reasons for the proposed change, per say-why-not-just-what
• Include MR scope that reflects the purpose of the change in the description

• Assign it to a reviewer. All GitLab designers are reviewers, but you can also assign it directly to a maintainer or trainee maintainer
