Clarify date range constraints in Audit Events

Problem to solve

After limiting the date range picker to 31 days to a database performance restriction, the date range picker leaves days outside of that range as read-only with no explanation as to why.

Proposal

Use the daterange indicator to clarify the constraints of the date range picker.

Implementation plan

1. Update the audit events date range filter to use the updated date range GitLab UI component created as part of #335357 (closed)
2. Move the created dropdown next to the search bar to give room for the new indicator text
3. Update specs and snapshots
