Upgrade Ubuntu image to 24.04

What does this MR do?

Upgrades runner and runner helper images to use Ubuntu LTS 24.04.

Why was this MR needed?

The existing image (20.04) is very old and is approaching EOL.

What's the best way to test this MR?
