Simplify issue templates and add labels
What does this MR do?
While doing weekly bug cleaning, I noticed that some users still use issues in this project not in the best way:
- GitLab runner install step failed using curl us... (#35993) - no details, very hard to understand what's required
- Trying to overwrite the namespace name in gitla... (#36052 - closed) - very little context
- Not able to register gitlab runner on windows s... (#35983 - closed) - support request
So this MR simplifies the default templates to make it easier to understand.
Not sure if it will help, it's just an attempt.
