Use recommended Gitaly Cluster config
This replaces the existing Praefect scenario config with one consistent with the minimum recommended configuration.
- Rename GitalyHA to GitalyCluster
- Refactor GitalyCluster class to reduce nesting
- Complete configuration
- Add Gitaly Cluster scenario jobs
