Update existing Praefect orchestration scenarios to use the recommended HA configuration

We should switch to running the Praefect tests against the minimum recommended configuration.

Even though our docker environment isn't a HA environment, we can at least continuously test that the configuration itself doesn't pose any obvious issues. (When the performance tests are up and running we will be testing a HA environment)
