Remove deprecated license scanning

What does this MR do?

Remove deprecated license scanning.

The license scanning job has been failing for a while as the template has been deprecated and replaced by the Dependency Scanning template. See https://docs.gitlab.com/ee/user/compliance/license_scanning_of_cyclonedx_files/ for more details.
