Align bulk update issues button to the right

What does this MR do?
This MR aligns the "Update issues" button to the right of the issues list. This alignment prevents the button of "jumping".
Are there points in the code the reviewer needs to double check?
The submit button is actually not aligned with the sort dropdown, it would be great to have that fixed by a Frontend dev.
