Creates base components for new job log

What does this MR do?

This is part of #66454 (moved), and a smaller iteration of https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32158

Creates 3 base components for the new job log:

• regular text line
• clickable line for the collapsible sections
• line number
