Make sast & dast artifacts browseable

What does this MR do?

This MR enables artifacts to be browsed from the job view in addition to being added to the Security Dashboard and reports in the MR.

@dappelt - I'm not sure if we'd want this but thought I'd work up an MR after feedback from @rymai in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/32047#note_208069381
