remove `Clusters::Platforms::Kubernetes#actual_namespace`

What does this MR do?

Removes Clusters::Platforms::Kubernetes#actual_namespace (and its KubernetesService equivalent). This logic is misleading, as it implies that a Kubernetes cluster can have only a single project associated with it.

No functional impact, but simplifies other changes in this area such as https://gitlab.com/gitlab-org/gitlab-ce/issues/52494, https://gitlab.com/gitlab-org/gitlab-ce/issues/61156 and https://gitlab.com/gitlab-org/gitlab-ce/issues/58227.
