WIP: Transfer project spec

What does this MR do?

Work in Progress: The MR addresses gitlab-qa#387 (moved)

Notes:

• Project and group resources are created via API instead of browser
• File editing and project transfer will occur via browser
• New page objects were created for the file editing flow
• qa- selectors were added
