Reverting https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/27373, as it was merged without the EE counterpart https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/11020, and it's breaking master https://gitlab.com/gitlab-org/gitlab-ee/issues/11447
