Add packages_size to ProjectStatistics

What does this MR do?

In order to show group level storage counters (gitlab-org/gitlab-ce#59232), we need to keep track of storage used for the ~Package features.

This is the gitlab CE version of gitlab-org/gitlab-ce#59303
