What does this MR do?

This reverts commit 6c75bd01, reversing changes made to 1be7f5aa.

This MR (https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/26532) caused some issues with the dropdown and archive downloading. Reverting it now so it'll unblock the release.
