WIP: Resolve "[QA] Build the QA image for master and tags"

What does this MR do?

This adds two new jobs to:

• Build a QA image for master pipelines, with the latest tag
• Build a QA image for tags pipelines on dev, with the corresponding tag.

What are the relevant issue numbers?

Closes #55107 (moved).
