Initial integration of Knative UI

This MR builds on 22593 and 22594. With MR 22593 Knative support introduced by providing an installation interface. MR 22594 provides a build template that a developer can use to add their project binary to a knative as a service. This MR exposes an interface in the Operations tab that will list the installed services as well as the URL that the service can be accessed from.
