Add gitlab-ci.yml template to introduce serverless builds
Introduce a gitlab-ci template file that can be used to add a build artifact to a knative cluster
In addition to MR 22593, create a template that can be used as a baseline for the user to add their newly created image to a knative instance hosted on the kubernetes cluster used by the user's project.
