Add a new license_management job

What does this MR do?

Let's 🐶 food our features!

One thing to note is that currently our static-analysis job fails if a dependency license isn't approved, but I believe this new license_management job will only show a warning?

That means we should probably keep running license_finder in our static-analysis job.
