Feature/new merge breadcrumbs
What does this MR do?
Changes the behavior of the breadcrumbs on the new merge request page by:
- directing the "Merge Requests" link the project merge requests page instead of reloading the new merge request page
- adding a "New" link that reloads the new merge request page
