What does this MR do?

This fixes a few disrepencies between CE and EE in the lines ordering of application settings attributes after !20723 (merged).

Are there points in the code the reviewer needs to double check?

I don't think so, this makes sure the CE code is aligned with the EE code (changed in https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/6609/diffs).
