What does this MR do?

This MR merges https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/14805 and https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/15403.

Also updates tests to make it possible to either merge first or second.
